MsgVariantMarkSeen

WhatsApp marks context.messageId or the latest inbound provider message as read and returns the existing Hub ID with sent; no target returns HTTP 200 status:error and an empty messageId. Web Chatt marks all unread inbound messages and returns an empty ID. Instagram/Messenger use the ordinary persisted outbound path and return a new Hub ID.
